I am working on a Project using APEX.

I want to connect my friend to APEX so we can do work and assign tasks to each other.

Our PCs are connected to the same LAN and I can PING both PCs, however I don't have any idea about Team Development in APEX so that I can connect two PCs.

It's just a web server - all the other person has to do is browse to the APEX url (assuming it's not just serving to localhost on your machine). To be honest, you're going to struggle with APEX development if you can't figure this out yourself. – Phil Oct 2 '12 at 6:58
