But it gives user1 access to ALL the tables, I would like them to only have access to the tables where the field X is user1

You're lying. What do you mean with ALL the tables? All the USER1 owned tables? And what do you mean with field x? – Munchi Nov 22 '13 at 7:08
CREATE VIEW grants privilege to "create views in the grantee's schema" (quote from Oracle SQL reference ). It does not affect in any way which tables the user can access. The user can't create a view on a table that is not accessible. – zagrimsan Nov 22 '13 at 9:04
