For the past decade I have been working with SAP Sybase Replication Server, and SAP Sybase Adaptive Server Enterprise (ASE). I primarily deal with Operations and Maintenance and Performance and Tuning, but I have been known to dabble with development as well.

infocenter.sybase.com/help/index.jsp?topic=/… <---Lists all the system views, as what you are looking for is going to require joining multiple views together (sysprocperm, systableperm, etc. etc.)

comment Migrating form Oracle to Sybase fails due to missing functions
These are probably Oracle DB functions that are not available in Sybase. You will need to figure out what the functions are doing, and then translate that into TSQL. For both of those you will likely have to use the convert() function, but unless I see the code, I can't give a complete answer.
