+1 for the excellent advice. You are describing Wolfgang Breitling's Tuning by Cardinality Feedback method. A little nitpicking though: this method is not an "explain plan", which is what you get after an explain plan statement and a subsequent "select * from table(dbms_xplan.display)". With dbms_xplan.display_cursor, you are looking at the actual plan and actual row cardinalities.
