That means performance decreases when the bigger size is really used, not by the pure fact, that it it's use is allowed.

Performance when the row exceeds 8060 bytes. That refers to actual used bytes and not to maximal allowed bytes?

I'm not sure, if I follow you with respect to varchar. It is a rather simple text replacement. But keeping the number types in sync is a real advantage.
