Could you elaborate on what you mean by "tie up the FK / PK"? Is that "find all of the records which exist in DB1.dbo.T1 and not in DB2.dbo.T1, and add those to DB2's T1" or do you mean something else by that?

You are correct. What's interesting is that MSDN implies that this denying create should then deny alter (msdn.microsoft.com/en-us/library/ms177518.aspx), but it is not the case.

comment Bitwise operations in TSQL
Not at all, especially considering the role that indexes play in queries. If you have a bitwise operation on an attribute, searching for all of the records in which that integer value has the attribute 'flag' set necessitates scanning the entire table and performing a fairly costly operation on each row. Break this out into separate attributes and you can put an index on the appropriate column(s), turning a required scan + function into a seek with no function. Optimizing C and optimizing T-SQL are two extremely different concepts with relatively little overlap.
