Total runtime: 0.119 ms .. seems quite fast to me already. Sounds like your connection idea might be the right track to follow first.

If you want an easy system to work with, I would look at wal-e for shipping WAL logs to S3. Works great and is fairly easy to set up. Remember to rest a restore!

Unless the id column is unique, the database can't know that there are no duplicates and have to scan the entire column. If it had an index on id, it should use the index.

A sequence is a bad counter if you want the next value to be previous + 1 as they don't run within the transaction.

Your locking strategy looks OK if you want pessimistic locking, but I would use pg_advisory_xact_lock so all the locks are automatically released on COMMIT/ROLLBACK.
