As a reference, the charge table is about 100 million rows and reserves about 25GB split roughly 50/50 between data and index. The entire db is about 325 GB.

Terrific advice! I mocked up a test and reran the exact same process, exact same data, exact same tables. The insert took 20 seconds rather than 20 minutes. Log space usage was much less (I was unable to monitor the log space as precisely due to the single user mode). The only thing I did differently was to use simple recovery mode rather than bulk.
