@RolandoMySQLDBA: I wish. The Reporting instance is up at all times for reports to be run against by outside folks. Currently I have an automatic process running the aforementioned PHP script every hour. I don't think your workflow offers significant advantages over the ~80 second PHP migration. This may be the best answer given current RDS limitations.

@RolandoMySQLDBA: thanks for your answer. Sorry I left out some other relevant information: I am already reading from a Read Replica of Production, but the Reporting DB instance is a subset of Production tables with additional data cubes. Therefore our reports cannot just point at the Read Replica.

@DTest, Hi, Thanks for pointing out the shortcoming of my question - AWS RDS is very limited in what you can do. No SSH or command line access, no file system access. You cannot run normal MySQL replication (forums.aws.amazon.com/thread.jspa?threadID=46377&tstart=0)
