I'm a database developer for a CRO that does pharmaceutical and chemical studies. My duties include: designing and building databases, troubleshooting database performance issues, building SSRS reports, installing and configuring SQL Server (2005 and 2008), configuring SQL Server security, configuring SSRS security, and some other stuff.

I also build on-line surveys in PHP using a MSSQL Server 2005 backend for an Economic Development Consulting company.

Agreed. The original database needs to be cleaned up before they have any hope of restoring that database on an express version (10gb limit on 2008+ right?)

On the Home (root) folder, if you go to Properties - Security, do you see the local user account there? Is this where you set up the local user?

odd, i've never seen that error in my setup. Couldn't tell you the config of my set up though, it's been as is for about 3 years now.

I haven't had a lot of good luck using "be made using the login's current security context" in the past. Sadly we're not using service accounts properly at the moment so the set spn's that would work to allow Kerberos authentication that would allow the security context to be forwarded isn't in place. I can see if it works though.

I don't see the need for AnswerGroupQuestions when you could just put a non-nullable FK to AnswerGroups in the Questions table since one question can only have one Answer Group.

you should be able to create a publication on your dev server and then create a subscription database with a different name so that you can test on the same server. I haven't done this personally so YMMV.
