@AaronBertrand very rarely, mainly when we need to clear out the data in a database after testing has been done. Once a database hits production we don't clear the data.

@MartinSmith deleting the record and reseeding is the pattern that i've been following. Truncate doesn't work on most of our tables since they have FK relationships.

I have to agree with Aaron Bertrand, if your design requires you to max out the foreign keys sql server supports, it may be time to consider a redesign.

a tangential approach may be creating an etl process to cache the data. how often does the data change, what's the need for the data to be up to date? things along those lines are necessary to ask.
