All valid points but I'm in a sensitive environment where there is a trust no-one policy. I don't make the decisions, I'm trying to implement a solution. I think the only solution here is to use the audit itself to detect tampering - I will have to figure out a way to do that. I could use the create_date and modify_date from sys.server_audits and sys.server_audit_specifications amd compare them to when the audit was first set up.

@James not true. A graceful shutdown WAITS for the transaction to finish before shutting down. SHUTDOWN WITH NOWAIT does not wait :) (clue is in the name of the command) so any active transactions will be rolled back.

I've done some testing on this and discovered that SQL Server in a cluster ALWAYS does a SHUTDOWN WITH NOWAIT. Interesting, in that you CAN'T do a graceful shutdown on a cluster. Kind of surprised me... And if you don't believe me test it yourself. BEGIN TRAN, change some data and then take your SQL Server service offline in cluster manager. Start up and see if your transaction is there...

Thanks Phil, could you elaborate Option 1 a little more? Do I need to use Oracle RAC or Oracle RAC One Node to achieve this? Once migrated to the consolidated server, would each instance map to each database, or do I need to fold all the databases into one with different schemas? I guess my confusion lies in what an "Oracle Database" is.
