Everything in your answer is in my question. I asked if anyone could point me to a reference that explicitly states whether or not multiple tables can be created with one query.

comment mysqldump: flush-privileges option
Good note about it being needed only if the mysql schema is dumped. It was hinted at by the using_mysql_db == 0 check that @Michael-sqlbot explained.
