It looks like you are using a cdb (database with the consolidated option). To what pdb are you connected when you try to create the user? root?

comment Oracle 12c create user
This is not a global user. In oracle a global user is a user that is authorized by an enterprise directory service.

The explanation for ora-1000 is speculation. The problem is generally that cursors are opened, but not closed for whatever reason (very often sloppy developed applications).

comment Convert or open Oracle 7.3.x database in Oracle 11
Actually this is not correct. You can upgrade, however you need to upgrade to 9iR2 first and then upgrade to 11.2. In addition there are additional ways to migrate, check the oracle upgrade manual. Exp is the worst choice as it is slowest way to migrate data. In addition exp/imp has been replaced with expdp/impdp.

comment Linux Error: 29: Illegal seek in LSNRCTL for Linux Version 11.2
Start with a basic tnsnmaes.ora file and remove your sqlnet.ora file (make a backup before deleting it).

You should immediately take a backup now and is your database in archive log mode?

comment Oracle startup error: “end-of-file on communication channel”
The problem is that one of the blocks of the datafile was corrupt.. You should have taken the last version from the backup and then recover with the archive logs. This will restore the file to the state before it got corrupt.
