@Thomas the sequential scan runs through the whole table. As it is very fast, it would make no sense to go to the index. At least I guess this is what the planner is thinking :) depending on your DB version, probably changing SELECT * to the three indexed columns, you'd see the index being used.

Does anything prevent you from upgrading to 9.3? Otherwise, I don't remember 8.4 too much, but can it be that the sizes differ only because the table was not analyzed recently? I'd check (if possible) if after a plain ANALYZE the reported size decreases, too.

Just a tip for the future: it is much easier to understand queries if you use meaningful table aliases. Also, when asking questions here it may make sense to translate the table names you mention into English. Furthermore (I cannot be sure as I don't speak Portuguese) usually there is no sense in using abbreviations and/or acronyms for table and column names. In PostgreSQL, you have 63 characters for naming your stuff, it is very rare when it is not enough.

@klin You definitely can. Our application users are only able to call functions, they have no direct access to any table. The functions are defined with SECURITY DEFINER by a suitable user.
