Sorry, I might be getting tripped up by semantics. What if inside the function, prior to passing starts_with to the USING clause, I had a stand-alone clause saying starts_with = '%' || starts_with || '%'. This would be ok, since the value is passed as a value to the USING clause?

Thanks. For other reasons, I have to use dynamic sql. So if I understand you correctly, it would be ok to add wildcards to the parameter outside of the function and thereby call, SELECT * FROM report_get_countries_new ('%ic%');

Thanks. I believe your answer still has a certain lasting quality to it, because when the next latest version of SQL Server is in the works, this would be a good reference. I spent time trying to find an answer outside of here - such as rcpmag.com/articles/2011/02/01/… - but your answer has been the most helpful!
