Weird question, IMHO, have you searched a bit about what is a CTE, how it works and how can be used? And I mean on SE site, not even using your prefered search engine for a global search. Look for CTE vs temp tables, CTE vs subquery, CTE recursive, CTE performance, How CTE really works?.

The database has a growth rate of 90GB daily? Or is just it's current size? If it's current size, then no worries, that's nothing to worry about. But if it is growing at that speed daily, then you have something to deal with. As for other questions, as usual, it depends.

Have you checked the related questions recommended to take a look when you created the question? There are couple of them that I think will answer your question, with plenty of details and scripts to test. Copying database files from one location to another seems not the right thing to do.

You are now talking about a different thing, stopping jobs, not preventing steps inside of a job to execute. My advice, choose from the answers the one that solves your current question, check it as correct answer. Then create a new question with the new scenario, maybe using the comment you added on the other answer.

Question was about not running one particular step of a job and as example the OP mentioned not running 1st one. Is as easy as taking that one and changing the order to, say 9, on my example. Then which used to be 2nd, now is the first...easy peasy. With my answer you can leave out of the job as many steps you want without the need of creating more jobs, deleting steps or whatever.
