We have discrepancy in from our PROD vs DR "TEMP" tablespaces. Oracle 12.1.0.2

PROD = 30G + 30G + 30G tablespaces DR = 30G + 30G + 30G + 21G +2G +1G +15G tablespaces

I want both my environment only to have the 30 gigs "TEMP" tablespaces only (In total 90 gigs). I need to remove these "21G +2G +1G +15G"

It is critically important for me to know who added the other non standard tablespaces. Do we have a query to find the culprit?

Also, How safe is it to remove the other non-standard TEMP tablespaces? Is there a safe way or a oracle defined process to do that?
