What could be the cause of the ORA-12638 error when setting up Oracle dataguardData Guard?

I'm configuring oracle data guardOracle Data Guard and I'm experiencing ORA-12638. I have the Oracle 19c database and 2019windows serveron a Windows Server 2019.

In the DR site, I can connect to the primary with no problem. But connecting from primary to the DR site is where ORA-12638 shows.

I found out that changing the

SQLNET.AUTHENTICATION_SERVICES= (NTS)

SQLNET.AUTHENTICATION_SERVICES= (NTS)

withto

SQLNET.AUTHENTICATION_SERVICES= (NONE)

SQLNET.AUTHENTICATION_SERVICES= (NONE)

works but I can't do sqlplus / as sysdbasqlplus / as sysdba in drthe DR site, and in dgbrokerDG Broker, the validate"validate network configuration for allall" fails because of an incorrect username/password, even though it is correct and I tried logging in like this: sqlpus nolog/ enter username:sys as sysdba enter password: Connected.

sqlpus nolog/
enter username:sys as sysdba
enter password:
Connected.

Can you please give me an advice how toHow can I resolve this issue?
