Resource Governor allows you to limit how much resources a particular user can use, within a database. You can't specifically divide up and claim a specific amount of resources for a given database or user. It just sets a max cap on resources one can use. Additionally it's an Enterprise-only feature, so unless you're licensed for Enterprise Edition, you can't use it anyway.

SQL Server allows you to allocate resources at the database level, such as CPU limits, memory allocation, and I/O priority. By moving the tables to a separate database, I can allocate dedicated resources to that database, ensuring that the queries have sufficient resources available for execution, potentially improving their performance.

I suggested some things to check points, disk, network, memory... It will help him to find the weak points of the infrastructure.
