You have right :-) There was an another "old testing" keyspace with COMPACT STORAGE . I deleted /var/lib/cassandra on the half upgraded node, downgrade the cassandra binaries and follow the procedure for replacing failed node. After that I have fully running 3.11.13 cluster back. I dropped the "old testing" keyspace and repeat the upgrade. Now everything goes well. Thanks for help.
