It seems that the video tutorial missed a grant, the correct command is the following:

GRANT
    CONNECT,
    RESOURCE,
    CREATE SESSION,
    CREATE VIEW,
    CREATE MATERIALIZED VIEW
TO migration_repo
IDENTIFIED BY migration_repo;

The database must also have the USERS tablespace. I found the previous information in this thread.

Allocating unlimited table space quotas for this user helped me.

For example:

CREATE USER MIGRATION_REPO IDENTIFIED BY migration_repo
DEFAULT TABLESPACE USERS
quota unlimited on USERS
TEMPORARY TABLESPACE TEMP;
-4

alter user mwrep quota unlimited on users;

    Hi there, welcome to the site and thanks for your contribution. Could you elaborate what you think the problem is and how your code is supposed to solve it? As it stands now it's just a piece of code without explanation and I wouldn't suggest anybody to run random code found on the internet without explaining what it's supposed to do.
