Performing SELECT or INSERT if does not exist in a single SQL statement without using WITH

Question

I am wondering if there is a way to perform SELECT or INSERT if the record does not exist in a single SQL statement without using WITH clauses (i.e. CTEs)?

It would be cleaner to write such SQL in a single statement then use it in a long and complex query.
