I have just completed the installation of the Oracle 12c database, following this tutorial. My OS is Windows 10. The installation has completed successfully, only green ticks.

The problem is that, when I open Services, out of the 6 Oracle services that are listed in this tutorial, I only have 5. OracleOraDB12Home2TNSListener is missing. A few months ago, I installed the database using the same kit (but on windows 7) and all the services were in place.

When I open cmd and try to connect to sqlplus, i get :

ERROR: ORA-12541: TNS:no listener

A colleague, who has the OracleOraDB12Home2TNSListener service in place, right clicked on it, and the Properties menu shows the Path to executable to be something like: app\OracleHomeUser1\product\12.1.0\dbhome_1\BIN\TNSLSNR . I open this location in Windows Explorer and the file is there.

What is the cause for the missing service, and how can I fix it, without re-installing the database?
