In a PSS architecture ?

Question1 Are there a possibilities to get estimation of replication state change from ?

<STARTUP> To <RECOVERING>
<STARTUP> or <RECOVERING> To <ROLLBACK>   
<ROLLBACK> To <SECONDARY>

We can set the time for below state change.

<SECONDARY> To <PRIMARY>

Question2? In what conditions following state change will happen ?

<STARTUP> To <ROLLBACK>    
<RECOVERING> To <ROLLBACK>

Please help me understand I'm not sure if there are situations for above 2 or only either of 2 will likely to happen.

    Strange, nothing documented that it is a new function. Maybe it works only if the node is already in SECONDARY. Do you get anything from rs.status().initialSyncStatus?

    Which version do you run? initialSyncStatus was added in release 4.2.1 I guess you have a problem on your deployment. Did you have a look at mongod log file?
