Why do string functions on SQL based database servers start at position 1 instead of 0?
Considering that there is no zeroeth position in a string outside of computers, shouldn't the question really be: why are strings 0-based in some of the more common programming languages? …

Convert string numeric values with comma as decimal separator to NUMERIC(10, 2)
(If you are using SQL Server 2012 or newer, please see @wBob's answer for a cleaner approach. The approach outlined in my answer below is only required if you are using SQL Server 2008 R2 or older.)
